Finland prepares and sends the request Scenario dependent on decisions
The outgoing request is prepared by the police and the prosecution, and sent by Finland’s Ministry of Justice through diplomatic channels (Law 456/1970 §§ 13 and 26). Finland has no statutory deadline for filing the request — only Turkey’s 18/40-day window constrains it. The documents are not public by default: access may be refused where disclosure would harm international relations or an investigation (Law 621/1999 § 24). The first public signal will therefore most likely be Yle/HS/STT or a KRP release.

If extradition is approved, Turkey informs Finland of the place and date of surrender. dependent on an unknown fact
Turkish citizenship would bar extradition Dependent on an unknown fact
A Turkish citizen cannot be surrendered abroad. We have found no confirmation that Schueler holds Turkish citizenship — Turkish police statements refer to “foreign-national suspects”, and the Interpol record lists US nationality. A Turkish identity card usually proves citizenship, but no source confirms such a document; residence or a residence permit alone confers no such protection.

Roadmap caveats
- The absence of a public decision does not mean there is none — Turkish courts do not publish decisions in extradition cases, and Finland does not comment on requests (document secrecy, Law 621/1999 s. 24).
- Practice occasionally extends detention beyond 40 days and prepares a request without complete documents; that is an error, not a legal basis.
- Tax offences are in principle extraditable where they correspond to an offence of the same nature under Turkish law (art. 2 of the 1998 ETS protocol, which replaced ECE art. 5). It remains disputed whether the Finnish charge corresponds to a Turkish tax offence (VUK art. 359) — a typical defence argument, not an automatic release.
- If Finland did not send the request in time, it may seek detention again (ECE art. 16(5)), proceed in absentia or use legal assistance in Turkey; in this case the Finnish court has already remanded him in absentia once (13.09.2024).
- If Turkey refuses, it must give reasons (ECE art. 18(2)), and Finland may return to the criminal case and a future request — refusal does not end the matter.
- Formal conditions the Turkish court always checks: dual criminality (conduct punishable by at least one year in both countries — ECE art. 2(1), Finnish Law 456/1970 § 4) and the rule of speciality, i.e. no prosecution for offences other than those covered by the consent (ECE art. 14; Law 6706 art. 10(4)).
- Separate grounds for refusal: the political or discriminatory character of the request, ne bis in idem and limitation (ECE arts. 3, 9, 10; Law 6706 art. 11). Simplified surrender with the person’s consent is also possible (Law 6706 art. 17).
03 — State of knowledge
What we know and what we don’t
We separate findings confirmed by sources from claims that have only one author.
Detained on 14.10.2026 in Beşiktaş, Istanbul, together with his wife. Publicly confirmed on 17.10.2026 (MoJ, AA). Last confirmed status (21.10.2026): no public court decision at all. Police custody has a statutory limit of a few days, so his current status — provisional extradition arrest, judicial control or release — remains undisclosed.
Interpol Red Notice (ref. 2024/65212), published on 13.12.2024 at Finland’s request. The only charge in the official Interpol record is "1. AGGRAVATED TAX FRAUD". A Red Notice is a request to locate and detain — not an arrest warrant; Turkey has not announced its own charges.
The Helsinki District Court ordered his remand in absentia on 13.09.2024 for aggravated tax fraud (2.06.2020–2.04.2024) and assault of a 16-year-old (16–17.02.2021). The Finnish Tax Administration notified the police. This is a separate Finnish case, not the Turkish one.
He has not been convicted in any jurisdiction. The US federal court dismissed the SEC civil case on 28.02.2025 for lack of personal jurisdiction (Rule 12(b)(2)) and failure to state a claim (12(b)(6)); the SEC did not amend by 21.04.2025. No ruling on the merits. No US criminal proceedings against him.
For tax year 2022 he ranked 24th on the Finnish tax list: EUR 15,247,314 in capital income with zero employment income, 34 % tax rate. Because no tax advances were withheld, nearly EUR 5.2 million in arrears (mätky) accrued. This is tax data, not the charge itself.
A year later his Finnish income dropped to zero and he disappeared from Verokone — his place of residence was unknown.
The official seizure list (MoJ/Gürlek, 17.10.2026) covers 15 addresses in Beşiktaş, Üsküdar and Sarıyer: USD 7,150,000 + TRY 160,000 cash, 6 cold wallets, 300 bags, 100 pairs of shoes, 136 pairs of glasses, 28 watches, 97 pieces of jewellery, 29 phones, 12 laptops, 11 computer cases, 19 SSDs, 46 USB drives, 19 graphics cards, 4 rifles, 3 unlicensed pistols and 1,400 rounds. Separately: 9 vehicles registered to his wife (AA).
As of 21.10.2026 there is no public court order on remand (tutuklama) and no charges announced in Turkey. No confirmed extradition request. The Finnish police did not confirm the detention.
After the detention news HEX (Ethereum) fell 30–35 % within a day on 14–15.10.2026 (to about USD 0.0006) and market cap dropped by roughly USD 160 million (from over USD 500m to about USD 340m; CoinMarketCap estimate). The PulseChain version of HEX fell as much as 64 % peak-to-trough on 14.10. For comparison: BTC −3 %, ETH −5 % in the same window. Market context, not evidence in the case.
No major centralised exchange lists HEX, PLS or PLSX, so there were no trading halts. HEX trades mainly on Uniswap; PLS on smaller venues (e.g. Kanga Global, SafeTrade). There is no public announcement of contract freezes.

05 — Verification
Contradictions and known errors
We do not settle disputes silently. We show what each source says and flag errors circulating in the media.
Basis of the Red Notice
The official Interpol record: one charge — aggravated tax fraud. The minister speaks of “USD 1 billion in crypto”.
| Source | What it says |
|---|---|
| Interpol (public record, live) | the only charge: “1. AGGRAVATED TAX FRAUD”, Finland |
| Europol / FAST Finland (18.12.2024) | two charges: tax fraud + assault of a 16-year-old |
| Minister Gürlek / MoJ | “USD 1 billion fraud involving crypto assets in the US and Finland” |
| İHA / Hürriyet (14.10) | “a high-value crypto fraud” + “yakalama kararı” (arrest warrant) |
The official content of the notice = tax fraud. The “USD 1 billion crypto” framing is the minister’s characterisation; no source confirms it as the basis of the notice. Do not merge them.
Amounts
Three different figures: USD 1 billion (minister/SEC), USD 1.5 billion (Turkish media), about EUR 280 million (Finland).
| Source | What it says |
|---|---|
| USD 1 billion | wording of the minister’s statement; SEC: “> $1 billion raised” |
| USD 1.5 billion | not an SEC figure — a claim by Turkish media (Sözcü/Sabah/A Haber) |
| EUR 280,896,000 | the Finnish figure (HS, May 2026), closer to the “hundreds of millions” in Interpol/Europol |
About EUR 280 million is the amount covered by the Finnish charge. According to Finnish sources it concerns employment income (ansiotulo), not capital income, and is not money stolen from investors.
Seizures — four incompatible sets
Four sets: different scope (1 vs 15 addresses) and different watch counts (24/28/64/88).
| Source | What it says |
|---|---|
| MoJ/Gürlek/AA/DHA/TRT/Hürriyet, 17.10 | $7,150,000 + TRY 160,000 | 28 watches | 1,400 rounds | 15 addresses |
| İHA/AA/TRT/Milliyet/TGRT, 14.10 | $600,000 + €2,600 + TRY 50,000 | 24 | 1,360 (+7 magazines, 1 knife) | 1 address |
| Sözcü/TV100/Haberler, 14.10 | $4,000,000 | 64 (53 Rolex + 11 Patek Philippe) | — | his apartment |
| Forbes TR, 14.10 | $4m (vacuum-packed) + $600k | 53 + 11 + 24 earlier | 1,360 | 1 address + bridge |
Cause: scope (1 address vs 15 addresses). In addition, 2 drones, 20 gold bracelets and 7 gold chains appear only in the 14.10 set. The 9 cars are a separate AA release from 17.10.
List of 8 known errors that the monitor flags automatically
- Arrest vs detention — It was gözaltı (police custody). Remand (tutuklama) is a separate court decision — not announced.
- The USD 1 billion figure — The "USD 1 billion" figure comes from the minister's wording and from the SEC complaint, which was dismissed. The official Interpol charge is aggravated tax fraud; the Finnish figure is about EUR 280 million.
- Verdict vs maximum penalty — The Finnish case is at the investigation/charge stage. Aggravated tax fraud carries four months to four years — that is the maximum penalty, not a sentence.
- Number of watches — The official seizure list states 28 watches. The 64 figure comes from early tabloid reports; 88 is a Forbes Türkiye count — not the official seizure record.
- MIT vs MİT — The material refers to MİT (Millî İstihbarat Teşkilatı, the Turkish intelligence agency), not the Massachusetts Institute of Technology.
- Assault charge — The current public Interpol record shows only the aggravated tax fraud charge. Interpol does not publish notice amendment history — there is no announcement that the assault charge was withdrawn.
- The USD 1.5 billion figure — The "USD 1.5 billion" figure comes from Turkish media (Forbes Türkiye and others). No official source states it; the SEC figures are over USD 1 billion raised and at least USD 12 million misappropriated.
- Yediemin Otoparkı — The name "Yediemin Otoparkı" is not supported by any source in this case — Turkish material only says the vehicles were taken to a car park. The name belongs to a different case.
06 — Context
Market
The two HEX tokens — on Ethereum and on PulseChain — share the same contract address but are priced separately. That is why press reports quote different percentages.
Criterion: HEX/PulseChain ecosystem tokens mentioned in reports about the case. pDAI is DAI bridged to PulseChain — its deviation from USD 1 describes bridge liquidity, not a project decision. Beyond HEX, PLS and PLSX we have no confirmed link between these tokens and the allegations. Source: CoinGecko (HEX, PLS, PLSX, pDAI, pCOCK) and DexScreener (PRVX) · 05/11/2026, 17:11 (Warsaw time). Missing 7 d / 30 d data for PRVX means the source does not provide it. A price fall is not evidence in the case and says nothing about guilt. Data refreshed on every scan.

Millionaire Richard Schueler Detained in Turkey on Serious Charges

08 — Method
How this monitor is built
Three rules: show the source, separate fact from claim, and never fill gaps with guesswork.
Scope and pace
The monitor watches 103 sources: ministry and court releases, Interpol and SEC records, Finnish and Turkish media (Yle, HS, IS, Iltalehti, MTV, Syyttäjälaitos; AA, Sabah, Milliyet, Cumhuriyet, CNN Türk, Sözcü, Diken and others) and crypto media. A full scan of every source runs every 10 s, and the Discord alert is sent as soon as an item is detected — the AI summary is generated in the background and does not delay the notification. The archive also includes items that were not sent as alerts.
Verification
Every finding links to its source. Single-source claims are labelled and attributed. An automatic fact check detects eight known errors — including “arrest” instead of gözaltı, the USD 1 billion figure as the basis of the notice, and the 64-watch count. Posts from X receive no AI summary and are marked as unverified.
Limits
The absence of a public decision does not mean there is none — it may simply go unannounced. We do not publish the full personal data of private individuals — including his wife’s name. We do not claim the allegations are true; this monitor is not a party to the proceedings.
